It's bit of a long story to completely explain them. They apparently started out as one artist's (poor) attempt at drawing fluffy foals but other people on the booru thought they looked so different that they came up with a completely new name for them.

Afterwards, artists and authors started using them and creating lore for them with them being, originally, mutant cannibals but then the new cannibals (regular flufffies but with sharp teeth) showed up.

As a result, Jellenheimers were re-purposed for weirdbox stories and given psychic powers and, sometimes, human level intellect. Also, from a fluffy's point of view, these things are eldritch abominations and in a few stories, they even weird people out a bit.
