Not to mention how not all incest couples can/will have children and greatly vary in relationship (higher risk for siblings as compared to cousins). The real issue is inbreeding within populations, not individuals. Since most people find incest to produce a gut reaction of disgust, this is unlikely to be an actual problem. So no, incest should not be illegal.

Bans won't work because they conflict with individual liberties. While i see there would be merits to doing this the overall quality of live would drop too much if you pulled that through. The state is supposed to work thowards the highest average happyness which includes letting these people breed.
