The majority of it is drawn by people who either hate or are indifferent of MLP fans. There's of course different people altogether, but generally the majority of the fluffy ponies are about the abuse.

Fluffy ponies are entitled, little shits that breed so rapidly they eventually become an invasive species. Think if rats could talk, but 90% of them did nothing but hang around streets reproducing and saying "PLEASE GIVE FOOD" because they lack evolutionary traits. Sort of like taking shitty dog breeds like Shih-Tsus to the next level and beyond.

So, generally it's a mix of sadists and (relatively) normal people who relieve stress by seeing fluffies who "deserve" their fate.
