Tipping isn't a terrible system either. Different than Europe of course, but has it's own benefits and faults.

With lower wages, it allows the restaurant to have more staff, ensuring better service and (in theory) lower prices; more people can afford to dine in and the restaurant can also serve a higher capacity. Ideally, guests without a lot of money get cheaper items and still tip a decent percentage, and those that can afford the more expensive dishes do the same. If tipping wasn't a thing and waiter income was wage based, the restaurant would have to pay a large staff higher wages, and often times there wouldn't be the amount business to justify a highly staffed restaurant every day. Anyone who's worked in food service knows day-to-day business can be unpredictable, so it's better to overstaff and cut employees than be understaffed and have shit service all day. Wages would make that more difficult and have employees have to charge more for everything to justify that cost. I'm not saying tipping is perfect, but it has its pros and cons and it's a cultural standard.

Tl;dr tipping culture allows people to simply buy what they can afford with less restricted restaurant budgeting.

How stocked the restaurant is, who the cooks are, how busy the restaurant is, and even just having an off-day. But if they're at least trying, recognize that they're income literally depends on consistent tips. At least be aware of the source of your problems.
