When you have no additional information, you choose the easiest, least on missing information reliant option.
It doesn't say that you shouldn't investigate any further. It's just a principle on how to quickly judge a situation on hand. Of course the initial guess may be proven wrong. Occam's razor doesn't dictate dogmatically what the truth is.
