Here is how it works:
Elector can Vote their candidate, or someone else.
Electorate votes in 30 states are "bound" which means that those electors have to be verified and any vote that goes against the state's wishes can be overridden and replaced (by the candidate for that state) anywhere before the 28th of december.
THEN, on January 6th, congress has to ratify the vote, in which, ANY congressman can protest a "faithless" vote, and the votes can be thrown out, if they are faithless. Once the faithless votes are discarded, they look to see if the 270 has been hit.
If it hasnt, then it will be sent to the house for a house vote.

It gets even more complicated than this, but essentially, faithless votes WILL BE thrown out.

Because of who controls congress, it is almost Guaranteed that a republican will be president.
