Based on what I've seen throughout cannon episodes on all 3 shows, Superman would have to be in Saitama's place in that picture.

R Talsorian games actually made a tabletop rpg game based on dbz and as an afterthought gave power levels to things like tanks, planes, and superman.
They estimated him to have a power level of around 300. WHich is excellent.
Goku only had a power level of 10 when he bounced an axe off his head with only mild annoyance and shoot off being run over by a car.
Characters in dbz have been moving faster than light and exhibiting planet busting strenght since dragonball with power levels ranging from 100-200.
By dbz they're int eh millions. If you count super now they're in the billlions and are at cosmic levels where power level ceases to matter as evidenced by Beerus.

Regardless of whether mongoloids are banned from lifting Mjollnir, Goku is a Saiyan from a completely different planet than Earth so that is irrelevant to him.

Saitama, however, is definitely supposed to be Japanese so if Genghis Khan or some other mongoloid managed to piss off Odin so much that he banned their entire race from wielding the hammer than they're fucked.
