I would say DEVGRU (big-boy league SEALS) or Delta tied for 1st depending on the operation (land vs. maritime). Definitely SEALS have the hardest basic training of any US military unit. Selection for DEVGRU and Delta are probably comparable, though in order to screen for DEVGRU you have to 1) already be a SEAL and 2) have had multiple deployments.
Don't get me wrong Rangers, Green Berets, PJs are all badass, but to say they are better than the two tier 1 groups is just delusional.

Other than those... Maybe Polish GROM as a nice runner-up. and of course we have to acknowledge there being some non-public groups out there that are probably super crazy, but I digress.
