Culture, back in the day the main thing in europe was hash. The only way to smoke hash in a joint is with tobacco. When weed flooded europe, the tobacco habit stuck around.

In the states they had brick weed and other not so potent material. You pretty much had to smoke pure to get high. When good weed flooded the place, the smoking pure habit stuck around.
