Okay first up terminal velocity is when drag = thrust so there is no resultant force and acceleration.
Anything in a circular orbit is at terminal velocity because it is not accelerating towards the centre at all. That velocity is 0.
This is actually quite possible in deep space due to the fact that photons and shit have momentum.
As a photon hits an object it pushes it ever so slightly. If we have a large flat object between two stars then it could theoretically be pushed by the larger one up to a terminal velocity towards the other one.
