Paul was a lead weight around his ankles because all he did was talk up Brock whilst Axel was standing right next to him; exactly the same thing he did with Cesaro.
I'm not saying you're wrong on the account of him having zero charisma or a dead-end gimmick but don't act like Heyman was doing him any favours.
