Only because Sandow was given the Macho Mandow gimmick after the stunt double gimmick. Being paired with the heat vacuum Curtis "Mr. Not-So-Perfect" Axel didn't help either. If he was thrown into a good singles feud and allowed to be himself, he'd be in the main event scene right now.
