They should have a weekly vignette where they go to a recognizable bar in the city Raw is in and beat some dudes in it.

Like, you don't even need to deal with the logistics of staging a fight in someone else's bar, just show them walking in and the a hard cut to a guy flying off the door and them coming out with pints in hand.

They should challenge "local brawlers" to a fight weekly, and have some big ripped dudes come out wearing that city's colours, and just have Cesaro/Sheamus bully them like chads.
Keeps them relevant even when not champs.
