Honestly, I think Heyman should receive 100% of the blame here. He stuck his hook nose in Cesaro's momentum because he smelled shekels, while he still had a massive feud storyline with the streak, and killed it because crowds cared more about Taker.

Cesaro didn't need a mouthpiece because he, like Daniel Bryan, did most of his talking in the ring.
