WWE controls what can an cannot be in the game. The reason NBA 2K thrives is because they are given the rights to make an NBA game as they see fit. WWE on the other hand is a childish company who will refuse to put certain wrestlers in for stupid shit and being cheap. They'll never allow 2K to make a decision on their own outside of gameplay.
