People only gave a shit about the Undertaker when he debuted because kayfabe still existed, so some people in the audience actually thought he had otherworldly powers and was impervious to pain. By the time kayfabe died he was already a "legend" that people just never started hating him because they were used to popping for him. He can't work, he can't talk, and he isn't a draw since people are impressed by his look and gimmick and respect his longevity and dedication but don't actually care about seeing him wrestle. If he had started anytime in this century he would have never gotten over.

Anyone who actually watched RAW in 1997, and wasn't just born in that year, can immediately tell you why. His 1997 run was horribly booked. He was barely on TV, he was playing a cringey face (constantly calling his fans his "creatures of the night"), and right when they started teasing that they were going to be doing interesting things with his character (Kane storyline) they took the belt off of him. Taker was getting HUGE pops all year and the year prior though (when he was booked a lot better). As in, top 3 with SCSA and HBK.

All of RAW drew poorly in that era. Nitro was simply a far superior product and RAW noticeably inferior. RAW was increasing in quality but it still hadn't converted into ratings yet, and wouldn't for a little while. Same reason why Nash being the "lowest rated champion" falls apart when you actually take a look at the product. It was just so terribly un-intriguing compared to WCW.
