Why can't the WWE create characters like this in 2017?

There aren't very many actual men left that could pull off these characters

There aren't as many drunken hicks watching anymore to relate to it.

The WWE wanted The Ringmaster. Austin created Stone Cold. Thus, it's all the talent's fault for not getting over.

Because they micromanage everything, down to the exact words in all of your promos and the structure of all of your matches and if you do everything they say and don't get over, they'll bury you for not grabbing the brass ring, but if you try to do your own thing, they'll bury you for not doing what you're told. They'll have someone lose in their hometown, get squashed, get mocked and humiliated constantly, or they'll give somebody a gimmick like "Kurt Angle's Illegitimate Black Son" and when the audience rejects it, they'll blame it on that person.

It's 25% characters, 25% abilities of the performers, 50% booking. Possibly even 20/20/60.
Look at Rusev for example.
He's not the absolute best mic or ring work but he's still above the bar for both. Yet ever since that NTR feud with Dolph he has been booked to utter dogshit and made to look much weaker so people care less for him.
There's also Bray Wyatt. I can assure you a big part of the reason nobody takes Bray seriously anymore is because his W/L record is probably the worst of any full time WWE worker. Even counting jobbers.
