Because he was (is?) part of the Heyman-Guys-cospiracy going on in WWE.

The ultimate goal of the persons involved in this conspiracy is to ruin WWE and Vince McMahon. Two of the guys involved (Punk and Lesnar) directly show their support of Heyman either with their ring gear (Punk) or a tattoo (Lesnar) - since Heyman is a jew, punk used the star of david to show his support while Lesnar uses a sword (which is the symbol of the Israel Defense Forces).
While not many know The Heyman-Guys-Conspiracy exists, they openly proclaimed their aim and motivation on WWE live TV.

Their aim is to seek revenge for WWE stealing and profiting from ECW contend, while they put ECW out of business. They think Vince McMahon is incapable of comming up with relevant ideas on his own and is a traitor when it comes to business as Heyman himself made clear in this promo: https://www.youtube.com/watch?v=wn9G3Onwjjg
which is quoted and hinted at during Punks Pipebomb promo.

One of the Heyman Guys goals was to try to become the biggest star of WWE just to win the title and put it in a trash can during an UFC show. But it failed because Vince was sane enough not to let Punk become the top face of WWE. Therefore, Punk retired to make room for Lesnar who subsequently tried to reach the same goal and even forced WWE to put him in a spot they didn't want to put him at first - as Heyman hints here: https://www.youtube.com/watch?v=mUCybO2H4xQ
But his efforts where also in vain because Vince stripped him of the title before he was able to participate in an UFC show.

There's a third Heyman Guy which didn't reveal himself yet and doesn't show it openly. Nevertheless he's sabotaging WWE pretty successfully by constantly burying up-and-coming talents and ruining the ratings.

BMJ isn't a Heyman guy. Stephanie was actually the first person in power to support him back when she was in Smackdown. If you don't believe me look at all of John's earlier promos which included Stephanie herself.

You're right. Heyman didn't want Cena to use the gimmick because he thought it would kill his career - which was the exact reason McMahon insisted on Cena using the gimmick. Fortunately, Heyman was wrong eventually, but hindsight's 20/20.

Or even if Brock got away with it and managed to force Vince to make him the GOAT power level in the company short-term, there's no way it would have lasted this long, over 3.5 years later.

Vince is a vindictive son of a bitch. In the end he had no problems letting go of Hogan, twice (92 and then 93). Austin was his absolute megastar, he just came off 2001 which was entirely built around him. Yet by spring of 02 Vince didn't budge and Austin went home and Vince moved on. And Brock Lesnar was built up arguably as big in his first run. Bulldozed through E&C, Jeff Hardy, Hulk Hogan, RVD, The Rock, Undertaker and then Kurt Angle in the main event of Mania to become THE GUY in one year. Also scheduled to bulldoze through Austin. Yet by the following Mania Vince didn't give a fuck and let him go.

So if Lesnar actually did what Heyman teases, fine, Vince would have propped him up temporarily, but then he would have fired him a little later and sort of erased him from history. He would have had no need to put the title on him. Undertaker would certainly never have played ball with him again.
