There have been periods of upward trends (RAW in the post-Evolution pre-Benoit years), spikes in viewerships (Seth's 1st night as WWE Champion is the highest-rated RAW since like 2011) and clear downward trajectories (Reigns getting a main event push) though.

Sure there's always going to be spikes when people drop in and have a look at what's going on, say if Goldberg comes and is expected on the show. But it will never help long term. They really had a chance to start fresh and build from the ground up with the draft last year, but they quickly fucked that up.
