It's not the same. Just because the prohibition on 'roids isn't to protect "the legitimacy of the competion" doesn't mean there isn't a legitimate reason for it. Actors, especially leading men who have stuntmen, aren't a high risk population for CTE, but wrestlers are.

There are a few things that have made wrestling really great in the past:
1) Insane roided freaks who half-believed they actually were their characters and looked like they could legitimately snap at any moment
2) hyperegotistic narcissists who were in love with themselves
3) Good acting
4) Good writing and interesting filming techniques
#1 and #2 represent people who generally led very unhealthy lifestyles (rampant PED use, generally a lot of drinking and drugging, etc.), and WWE has appropriately taken steps to try to reduce the presence of such individuals. Unfortunately, this means getting rid of some of the magnetic presence that such people provide.
#3 and #4 require WWE to take risks with their product in order to get rewards, and for whatever reasons, probably including a lack of competition from other companies and a fear of offending children and PC types, WWE has not been willing to take more than minor risks for the last 15 years or so.
Basically, right now the WWE is mostly just so-called "technical" wrestling plus bad acting skills. But "technical" wrestling cannot carry the company, especially now that you can watch a variety of interesting legit combat sports. Pro wrestling has never been and never will be primarily based on athletic skill. It's based on charismatic acting performances and successfully creating a "big fight" and "anything could happen" sort of atmosphere. WWE has been failing to put this sort of product across, and the results speak for themselves.

On top of the exposure to CTE that wrestlers have but bodybuilders/actors don't, actors and show-bodybuilders only need to be peak-jacked at limited and specific times, while wrestlers need to maintain their physique constantly, because they're on TV every week, plus house shows, etc etc... This means that it's a lot easier for steroid cycling to turn into full-blown constant use for wrestlers than it is for actors/bodybuilders. Then combine that with the rampant painkiller and alcohol excess that's commonplace in the business, you can see why maybe professional wrestlers as a population are a bit more at-risk for the mental/physical health risks of Sterroid use than an actor/bodybuilder who juices just long enough to get buff for his shirtless-scenes/competition, then either takes it down a notch or stops altogether until another movie/show comes up.
