Because well designed custom characters based on other franchises are hilarious to fill up a roster and replace the official rosters.

When I started doing that back in Smackdown vs Raw 2011, hilarious shit happened without me needing to touch it.
Friendships can form without you realising, tag teams can come from them... one minute you watch DX successfully defend their titles in a TLC match, the next minute they're ambushed from behind by Bane and Shrek who snuck their way to the #1 Contenders position.
