I think at this point its to develop the indie guys into guys who can work to WWE's style and how to play to the camera et al.

We only really see 'home grown' folks come in when their ready to start at the jobber level and work up from there (some talents that they really believe in do leap above that).

The home grown talents will work more on the house shows and primarily work matches in PC for a while to gain experience. The indie guys already have that experience they just need a little adjusting.

WWE has rarely created their own talent. It's almost always been wrestlers who wrestled for years in other promotions before coming to WWE. They simply have no idea how to create superstars on their own. They also expect their own homegrown wrestlers to be top stars right out of the gate, which is ridiculous.
