He has a ton of heat, but he isn't over. Being over implies that the audience is responding in the way they are supposed to because they buy into the character. Roman has heat because he is a controversial figure, but he's not over. He's supposed to be on cereal boxes and the number one baby name in the country is supposed to be Roman. He's not over.
And the idea that WWE did it on purpose as a type of meta-booking? Backtracking revisionist history that WWE tried to push for maybe a month earlier this year but have since totally abandoned because of fucking course they never wanted Roman to be booed.

He should be the top heel in the world right now but they just won't book him as a pure heel for whatever reason

That would have been true if he turned heel against AJ or somewhere around that time. Nowadays people will respond negatively to anything that even suggests Roman will get booked in the main event.

No he isn't, If he would have been booked as a heel back when he fought D-Bry and Leanne he would have been over as a face by 2017. Vince monumentally screwed up with Roman.

People hate him, but not in a way they hate a good heel. Instead of wanting to see his face get pounded in, fans would be happier if he just left.
