Maybe it can only be cashed in during a match where the title is already up for grabs? So a title match becomes a triple threat. The angle where the MitB winner threatens to cash in is played out, and the whole "let's have the MitB winner beat a new champ minutes after winning" thing is fucking predictable and only ever plays out for cheap heat.

It's only shitty in the hands of shitty writers. They only wanna use the briefcase a certain way, so all the ways they can use it have become rote and when they tried to do something new yesterday it made their character look like a complete jackass.
