This is how Vince is trying to get rid of Enzo.

He is hoping for an "accident" to happen and the cage to come loose and hopefully Enzo suffers a career ending injury or better yet,death.
Vince wanted Enzo to have repelling from the rafters gimmick ala Sting but that has been banned since the Owen Hart incident and the PR backlash from it would be way to much to handle.

But a "mishap" with the shark cage could be covered up easier.
