He is getting paid for one reason and one reason only: to NOT be in NJPW. WWE over the past few years has established a policy of sniping the top guy of other companies, and then not using them very well.

They probably lose money on each individual deal, but it's sort of like when one tech company tries to enforce a bullshit pattent that really shouldn't hold up in court against a smaller upstart, and then hire a team of top-tier lawyers to hold their opposition up in litigation for years. Yeah, the bigger tech company doesn't actually make any money off of the lawsuit: even if they wind up going to court, winning, and seizing all of the smaller company's assets, they usually spent more making the lawsuit happen in the first place. The whole point is to weigh down smaller non-competition that gets too big for its britches to prevent it from ever becoming competition. Steve Jobs called it "putting an anchor on them."

Vince might be shit at booking, but he's damn good at predatory business practices. He knows this trick, and is applying it to his business. If anything it's a bit more humane than Steve Jobs' version. At-least this way, wrestlers who really distinguish themselves get to retire to a life of getting paid oodles of money to show up infrequently and phone it in.
