Velveteen Dream has a potential, but needs seasoning. So they put him with 2 of the best veterans they have on the roster and one guy who is good, but not great (and can take a fall).
Same with everyone else. This is the true developmental. As was the glory days of before NXT. Developmental was about potentially good wrestlers wrestling in front of local audiences of 50 people and learning how to get over.

This. The performance centre and local shows around Florida are the developmental part of NXT. There's a reason you almost never see the likes of Roode or Asuka working these small events.
