Goldberg was more expensive and had a foot out the door of the wrestling business anyway. That's the kind of person that you hire specifically for a nostalgic run and then have lose to make a guy who's gonna stay with you for a long time look good.

Booker T was at a point where he could be a decent main event guy, or at least somewhere on the upper midcard, and a win over Triple H would've secured that for him. He wouldn't gain that momentum and status back until he became King Booker. Goldberg, meanwhile, got to come back and squash Lesnar.

Booker T, on the other hand, turned into a fan favorite after his feud with Edge ended. You probably didn't watch wwe during this period because Booker was a draw, just watch any post Summerslam 2002 ppv and hear the reactions booker t gets from the crowd. After WM19 he went into the tag division/heat limbo until he was drafted to smackdown.
