His directing skills are fine. Above average at his very best, but only considered "great" if you're 17.

Th original 4 founders of Bullet Club were Devitt, Anderson, Fale and Tama Tonga.
2 of them are in WWE now, 2 of them are still in NJPW. The original foundership is split even across the 2 promotions, so both iterations of BC are legit, they are 2 spearate chapters of the same stable across 2 promotions.
Current NJPW Bullet Club is far too bloated with shitty nWo B-team tier members. NJPW BC needs to trim down to Fale/Tonga/Bucks/Kenny and keep Yujiro around for the girls too I suppose.
WWE Bullet Club, if they pull the trigger would be Gallows/Anderson/Balor/AJ, a far superior lineup.

We got way too many heels on RAW and turning Balor heel would be a shit idea, now turning Gallows and Anderson face can be good as The Hardys will split and opens a spot for a face team, Gallows and Anderson will never be heel champions because Sheamus and Cesaro and The Revival are just fucking great.

AJ as an upper midcard and second face, with Balor as the first face from the main event.Gallows and Anderson will be the new APA(now the cult will be about Demon Balor).
