If he wins both belts in a good feud, and has a monster run with both then it's cool. But giving a loser, coward, or jobber two belts just takes up space that someone else could be using.
Lesnar is already Brock Lesnar, he needs 0 belts, all he needs to do is show up and pick a fight and it'll be the main event of the next PPV. Letting him hang on to the Universal belt is a mistake.

One of the most poignant things I remember when I listened to people discussing how NJPW makes their belts prestigious is "The IWGP Heavyweight title isn't for part-timers."
Basically a belt is prestigious if winning it is an absolute war of a match and retaining it means you're a fighting champion.
It really depends on who's holding it and how it's booked.
