The 90s were all about edgyness and sticking it to the man. It was the end of the millenium so everyone was depressed or bitter so the media reflected that. Then 9/11 happened and the culture shifted to conformism and nostalgia. Rocky Maivia failed because Vince booked Dwayne as it was still the 80s, the same reason why his company was sinking at the time.
