Why was this match not rated higher than it was? It had some great spots and wasn't as retarded as most steel cage matches. Not to mention the finish being an amazing moment for Mick Foley and getting him ridiculously over. Yet it's usually rated at 2.5 stars.

'Stars' are shittery and Meltzer's opinion should be discarded as any measure of success.
However, among other elements, I would argue that the big reason this match has not remained in the wrestling fan consciousness is because of the hugely indulgent dive. A casual fan may not be able to vocalize it, but deep down they see it for what it is: Foley taking his eyes off the dimes to wank himself off rather than entertain the fans.
Little shit like that can instantly take a fan out of a match and ruin it all.

For me, 96' and 97' Foley was the best he's ever been. The Mankind vs Taker feud over the urn is one of my all time favorites.

The dive worked in the context of the story though, it wasn't just Mick Foley fulfilling his childhood dream, but also Mankind finally being able to feel accepted/popular as a wrestler, as it was right after they had finished the series of JR's interviews with Mankind to flesh out the character.
Its a shame most youngins will never truly appreciate how cool mick Foley was.
