Nah if you actually watch NJPW, Meltzer is right, they have such a higher quality over all, matches that make sense, put in as the pay offs in feuds that build and make you believe in both performers, etc. Bate/Dunne got the right rating. It was a VERY strong match but needed that something extra, be it the booking, or an incredible finish.

Shibata was an over as fuck babyface underdog making good on a 2 year promise to challenge Okada for the title. The match was also Shibata's long-awaited redemption after being ostracized for leaving the company when they needed him most.
Nevermind the in-ring story of Shibata dominating the match but losing because of his overconfidence that he could take the Rainmaker.
There's just way more emotion and long-term story built into their singles matches, that's a big reason why they're generally better matches than WWE.
