Randy can be pretty good. It's just that he's constantly jobbed to people, and never allowed to be a gruesome heel. He naturally doesn't fit being a face, and WWE is too polished to let him be the kind of heel that would draw dimes. He's still the kind of guy who no one is surprised at him main eventing a PPV, so he's already better than most others on the roster.
