Austin was never as good as he was before he broke his neck. By the time he hit peak popularity, he was hamstrung by various injuries. Remember that he was brought into the company explicitly because he was a very good worker, as The Ringmaster.

But still, in the grand scheme of things, he was never as bad as average. Even just in the WWE, he was an above average worker because he was smart about how he did what he was still able to do.
