Would Stone Cold still draw billions of dimes if he looked like this during his WWF run?

Nope.
Fun fact: that lady right there is the one that essentially gave him the Stone Cold moniker
No he'd also still need the neck injury to force him into the brawling-only wrestling style.

I don't get why this became a "WWE Gospel" meme.
He won King of the Ring, and created Austin 3:16 after just beating Jake up in the ring. It was characterised as a beating / brawl and not a wrestling match. THAT was the creation of his ass-whooping style, and not the piledriver injury, which came over a year later.
Hair longer than your shoulder is a certified no draw.

The "Submission Match" with Bret is brawly as fuck and that's months before the neck injury.
There's even an obscure Austin vs. Mankind contest on a late 1996 RAW that is basically the blueprint for the next 5 years of main events
