On one hand I would think realistically due to his current jobber to the stars position he would need a complete character rehaul, like broken Matt Hardy.. get him off TV for a few months, he reappears as something like that with a hardcore push.
On the other hand they just pushed Jinder fucking Mahal to a world title run so I don't see why they couldn't just let Dolph get some wins and have him be near a main event status.

This idea comes up a lot in fantasy booking when talking about how to rejuvenate a career, making them a serious "shooter" style wrestler who taps people out. It worked for Taz back in the day but that was before the massive popularity of UFC. Nowadays it's just cringe because no one believes it no matter how accomplished the real life person is. It's a trope used by Heyman a lot (See 2006 CM Punk, OVW Santino's Russian shooter gimmick, Nunzio) but I've never seen it draw.
