Like I said Vince can get away with having sub-par draws in the Main Event of Mania these days because of the Network, fans are paying $10 for it if not watching it for free, PPVs isn't how the WWE makes the most profit anymore (the Network itself is) like it was when HBK was Main Eventing Manias.

WresleMania was $60 show and back then the goal was to get the most PPV buyrates as possible, you don't put a guy who isn't a draw to Main Event a $60 PPV but you do for a PPV that's basically for free like the ones now.

Hall never headlined PPV that drew more than Starrcade 98 or Bad Blood 03 and Nash was bigger TV ratings draw than Goldberg & McMahon in 98 according to Meltzer newsletter back issue in Jan 99. As far as merch goes yes they had their own merch. Everything from toys, keyrings, lunchboxes, bed sheet, etc. you name it but WCW didn't have capability to pay talent based on merch sales hence why they offered guaranteed contracts.
