The main problem is that it's always a small division.

If you're dealing with 50 different guys, the number of ways that you can shuffle them around are damn near countless. They have no shortage of new characters to interact with in new and different ways. Conversely, one character could go their entire career without ever interacting with some other character on the same show.

How long can one girl within a pool of ten girls go without facing any other given girl within that pool? It's not uncommon for them to have the entire show's division in the ring at the same time, and it's basically a regular occurrence to have half of them on camera in the same segment. Of course they're going to run out of ways to make conflicts between the same tiny pool of characters interesting.

They're still sitting on a tiny roster. This problem is inevitable for the girls on a show that isn't a woman's wrestling show, which is a pretty shaky market.

On the second thought, I have to take back a sizable portion of this argument. The women's division was great during Trish's era.

One of the things that helped keep that era fresh was that the women's division didn't exist in a bubble separate from the men's division, which assisted in giving it the variety that it needs. For example, if Matt/Edge did something, Lita was a part of that something. Thus, you got to see Lita doing something other than facing the same small handful of opponents every week, and these things would spill over into the women's feuds.

Of course, there's also the problem that the WWE has arguably never been lazier, more arrogant, and more out of touch with (potential) customers than it is today. That doesn't help with the creation of interesting feuds.
