He was overly-enthusiastic in his delivery. The fact is this feud with Shinsuke is a huge opportunity for Ziggler to get over as an in-ring talent again so long as he puts on one of his career's best performances. That comes across in his eager voice. It's a tad embarrassing to watch Ziggler try way too hard to turn his career around.
