Well considering Punk put on the best Cena match of all time while Miz put on the worst Cena match of all time, Punk wins. They're both great but they don't have many accomplishments for the 10+ years they've given to wrestling. The only real metric to judge them on is how they did with a real superstar like Cena, and Punk wins that in a land slide.
