It's not really a problem that he can only do strikes and can't lift anyone, some of the most over wreslters of all times weren't even strong and relied in agility and stuff, HBK for example.

The problem is that Reigns is booked as a powerhouse, when in reality he's pretty weak for someone his size.
Though you can't ask him to be agile either, he's pretty slow and his movements are clumsy and he's not trained for that anyway.
