For an actual character with a gimmick The Goon was pretty stupid. I'll throw a vote in for "Con-man" Rob Conway. Not sure what the gimmick even was. He wrestled with sunglasses on and was a cocky heel.

I give some of the early 90's shit Vince did some leeway because those were supposed to be cartoonish. Conway was meant to be a serious heel character but bored the shit out of me.
