He didn't do much on the main roster until recently, that's true, but that's more a result of Titus-tier booking and a freak injury a couple of weeks before he was due to win the IC title at Mania.
As a performer, Neville is a huge asset to the company. Doesn't cause trouble, works his ass off, is incredibly talented and well liked backstage.
