Austin went down in November 1999 after the hottest two years anyone's ever had. They plugged Rock into the top spot and ratings only went up. If Undertaker was a draw, everyone wouldn't have stopped watching simultaneously in 2001. Not to mention his title run four years earlier which got obliterated in the ratings by Nitro every single week. WWF started getting more popular again as soon as that push was over.
