I'd say BJW, AJPW and Dragon Gate are legitimately better booked, although they're by no means perfect either and have their wtf moments as well at times. AJPW in particular leaned a little too hard on the double count-out finish in their Jr tournament that just happened
As far as actual match quality goes, I find those promotions undercards a lot more interesting than NJPW personally. NJPW just has too many Bullet Club or SZKG or whatever dudes that I just find it impossible to give half a shit about, whereas with, say, BJW I can watch an undercard tag and get Shuji Ishikawa or Kohei Sato beating the shit out of young boys, which never stops being good. I'm also just not a fan of NJPW's main event style in general (I got over the concept of the "epic" a good while ago) so I'd pick any of those before I picked NJPW to sit down and watch. That's not to say that NJPW is *bad*, it's just not very exciting. There's still guys I like in it

I've also seen some folk say DDT is very well-booked but I've never really been that into it so I can't say. You might as well try it though, I think DDT Universe might still be free this month
