The fact that it's not the majority #1 choice over 17 actually annoys me a bit.
17 had to hide behind multiple gimmick matches for it's praise while 19 just had amazing wrestling on it's show plain and simple. 19 is THE pinnacle of what a Wrestlemania should be.

I'm going to agree with >>2359489 here. 20 really wasn't all that great but the WWE championship match and the WHC match were fantastic. Since they capped off the show, it's easy to see why it's remember fondly but the show as a whole was mediocre.
Funny enough, the next year the opposite would wind up happening. 21 would have an amazing midcard in general but Holy fuck were its main events garbage

I disagree. The only mark against the PPV is Hunter going over Booker. Everything else - from Brock finally beating Angle (buy damn near sudokoing in the process), Austin going out on his back, Hogan and Vince, the woman's triple threat, hell even the cruiserweight match - the card was so good. X7 had the names and the spots, but XIX was so good overall.
XX holds a special place in my heart, mainly for Benoit.
My personal third would either be X7 or 21. As stated above by someone else's, 21 midcard was so hot. Innaugual MITB, Undertaker and Orton with a great match, and the culmination of the two young star storylines in Cena and Batista. X7 is always high on the list, goes without saying.
