Back in WCW, how did Goldberg get pushed so hard right from the start as a bald guy who can't wrestle or work the mic? His popularity is based entirely around him being booked to bury everyone for no merit-based reason.

Is there perhaps some quality about him that would encourage the producers, or the network, to insist that he go over everyone? Perhaps a quality he shared with the media professionals in charge of marketing him?
