If you follow the WWE's narrative then yes. If you follow the audience's reactions it's vehemently no. If you judge the guy simply based upon his merits and scale of improvement given the position they've forced on him for 3 going on 4 years now he's one of the top guys they have currently all around, but a clear step below Hogan, Austin and Cena who were unequivocably the backbones of their respective eras.

He's got more in common with fellow powerhouse wrestlers like Warrior, Batista, Nash, Luger etc. who while stars in their own right could never be the foundation for which the company would build themselves around. There's a reason all those guys were passed on or served as transitional/supplementary anchors in favor of the aforementioned WWE GOAT's who were to be positioned as the face of the brand.

AJ's the closest they have to a bonafide star, but he's heel. Age doesn't matter considering he outclasses everyone else on the roster. You roll with him while grooming a young gun, though there's not really one that sticks out currently. Shield, Finn and Bray are the only young guys they've invested in, give or take the monsters of Braun and Corbin who are still very much works in progress.

Roman's invaluable to the company at this point, especially with how much they've invested in him, but he's never going to be registered alongside true top tier talents who held down the fort since he's not capable of that. Comparing his era to even Cena's on its worst day is still a stark contrast which shines a negative light on the current product.

Being given the WWE championship in his rookie year with the company and carrying the brand which is pretty commonly considered superior, in its infancy post split no less, is a pretty strong vote of confidence. Numerous outlets have him pegged as the company's MVP for the past year. He and Cena already have a strong contender for MOTY (almost assuredly for WWE in anycase) and we're not even 1/4th of the way through. And he's good to his fans (pic related)
