I can't tell if he is a tremendous heel or a mark for himself.

Probably a combination of the two.

He was the textbook version of doing what he did, though (chickenshit heel), so he deserves some recognition for that.

I can say for a fact that he is no mark for himself. I met him at my local mall for an autograph signing and brought my History of the Intercontinental Championship DVD to sign. Saw him, shook his hand, and casually mentioned something like "so must be pretty cool to still be the longest reigning IC champ today", and he just kind of brushed it off and was like "oh yeah". He just doesn't give a shit is all.
